These include: restricting drone operators from frontline assaults; initiating planned unit rotations, with five to six brigades already participating; establishing a dedicated Unmanned Systems Force; conducting a General Staff audit and redeploying 20,000 personnel; appointing combat officers to key management positions; prioritizing frontline presence over Kyiv-based operations; forming new brigades to stabilize northern Kharkiv; developing Cyber Forces for electronic and cyber warfare; revising career advancement to require combat experience since 2022; and implementing 10-year planning to ensure a modern, NATO-ready military structure.
